A universal government-sponsored programme followed in 2013, covering Georgian residents; the trade in foreign patients sits alongside it and on the same hospital floors.\n\n*Trade practice —* what brings foreign patients is usually a rule rather than a price. Surrogacy and donor treatment have drawn patients from countries that prohibit them, and the regional traffic in dentistry and cosmetic work runs on the same logic as every border corridor: the next country over is dearer or closed.\n\n*Inference —* the country publishes very little about any of it. Licensing sits with the State Regulation Agency for Medical Activities, which registers facilities rather than counting the people who fly to them, so this record carries no arrival number at all rather than repeating one from a trade summary."
