  "story": "The ingredients are the ones every destination lists — geography, climate, political stability, French, a tourism industry that already works. What Morocco does not have is a health system its own auditors are satisfied with. Its Cour des comptes, in the annual report for 2019-2020 published in March 2022, set out shortages of medical, paramedical, administrative and technical staff, and a shortage of the infrastructure and equipment needed to receive and treat patients. Morocco ranked 31st of 46 destinations on the Medical Tourism Index for 2020-21, a ranking that put the shortfall down to workforce and to facilities and services that had not visibly improved.\n\n*Trade practice —* the figure quoted in the sector for annual arrivals is around half a million, attributed to professionals in the industry rather than to a ministry or a statistics office. No publisher this project could reach stands behind it, so it is not carried in the metrics block.\n\nThe workforce point cuts both ways, and that is the shape of the Moroccan story: the country exports doctors to France at the same time as it tries to import patients from France. Dr Tayeb Hamdi, a physician and health-systems researcher quoted in October 2022, put certification, visa procedures, pricing and airport-to-clinic handling at the centre of what would have to change.",
