Newsweek's 2026 list placed it twelfth in the world.\n\nWhat it publishes about money is worth reading closely, because it is the German answer to the package price and the closest thing in this batch to a German tariff.\n\nA cost estimate exists only after the hospital's specialists have read the submitted records — \"An overview of the expected treatment costs will be generated based on the treatment offer submitted by the expert\" — and the hospital says plainly that the estimate may move. Complications can require a further payment.\n\n*Inference —* that is the opposite instrument from a fixed package. A package transfers the risk of the bill to the hospital and caps the patient's exposure at the advertised figure. A pre-payment against an estimate transfers the risk to the patient and reconciles afterwards. Neither is hidden; they are different contracts, and a reader comparing a Bangkok package with a Heidelberg estimate is comparing two different things.",
