Under Goulash Communism, German and Austrian visitors started seeing Hungarian dentists; the border towns took the day-trip traffic, and prices settled at a third to a half of Vienna's. Budapest is the version of that trade with an international airport attached, which changes who can reach it and how long they stay.\n\n*Trade practice —* the capital's clinics therefore sell a different unit from the border towns. A Sopron surgery sells a morning. A Budapest clinic sells a course: two visits some months apart, with a temporary bridge in between, because implants need to integrate before anything is loaded onto them.\n\nFor a patient insured in another EU or EEA state there is a reimbursement route as well as a price. Directive 2011/24/EU on patients' rights in cross-border healthcare gives an entitlement to be reimbursed at the home tariff for care that would have been covered at home, which for dentistry is usually a fraction of the bill and for some treatments requires prior authorisation.\n\n*Inference —* the directive matters less to this city's trade than the price does. A patient paying a third of the Vienna price out of pocket is not waiting on a reimbursement form, and the clinics quote as though nobody is.",
