Each must give patients clear, accurate information about seeking treatment in another member state: what is covered, what needs prior authorisation, how reimbursement works, how prescriptions carry across, and how to complain. Member states report annually, and the Commission publishes the data.",
  "story": "This is the only place in the world where a state has been obliged to tell its own residents how to be treated abroad, and to count what happened.\n\nThe counting is the part this site cares about. Member states report each year on care given with and without prior authorisation, requests for information, treatment provided, reimbursements made, and the reasons care was or was not reimbursed. The Commission has published overviews covering 2015 to 2017 and 2018 to 2020.\n\nThe returns have a known weakness the Commission states itself: \"Not all Member States are able to maintain a strict separation between the data on reimbursements for healthcare under Directive 2011/24/EU and the Regulation (EC) No 883/2004 or under bilateral cross-border agreements.\" *Inference —* so the European figure is a floor with a fuzzy edge, built from administrative claims, and it counts only patients who went through a reimbursement route. Everyone who paid a Budapest dentist in cash is outside it, which in this field is most people.",
  "how": "Each member state decides where its contact point sits — a health ministry, a sickness fund, a patients' organisation — and the Commission maintains the list. A patient asks the contact point in their own country about treatment abroad, and the contact point in the treating country about the provider. Reporting flows the other way, annually, to the Commission.",
