A German patient treated in Budapest appears in German health expenditure, as an import. The Hungarian clinic's income from that patient does not appear in Hungarian health expenditure at all. The accounts follow residents, so the receiving end of every cross-border journey is invisible by design.\n\n*Inference —* that is why a destination country's health spending figures can look flat while its surgical export trade grows, and why no European statistic answers the question a reader most wants answered: how many people came here for treatment, and what did they pay.
