JCI surveys the hospital; nobody surveys the phone call, the quotation, the airport transfer, the interpreter, the discharge pack or the handover to a doctor eight time zones away. Those are where cross-border care actually fails, and GHA sells an inspection of them.\n\nThe standards themselves hold an ISQua EEA award — Standards for Medical Travel 5.0 — so the chain of who checks the checker is complete and named. The commercial relationship with the trade association that promotes the industry is also named, by both bodies, on their own pages. A reader can decide what to make of that; this record's job is to say it is there.\n\n*Inference —* the pathway scope is the reason a GHA mark and a JCI mark are not substitutes and should never be added together.
