  "story": "The most-cited empirical work on these firms counted what they publish. Penney and colleagues examined 17 English-language Canadian broker websites in the summer of 2010: 47% made no mention of risks, two of the seventeen displayed certified accreditation, 35.3% displayed a membership logo instead, and 52.9% promised follow-up care. One site stated it had \"no ongoing involvement in the doctor-patient relationship\". The authors concluded that brokers \"currently lack a common standard of care and accreditation\".\n\nTwo states have written the role into law rather than leaving it to the word. Türkiye's regulation of 13 July 2017 defines an international health tourism intermediary and requires it to be an authorised travel agency, so in Antalya the invoice is frequently written by the agency and not by the hospital. Israel's Medical Tourism Law, 5778-2018, in force from 29 January 2019, put agents on a Ministry of Health register and bound the hospitals that use them.\n\n*Trade practice —* the arrangement the word conceals is the money. The facilitator is typically paid by the hospital on commission, which means the party choosing the surgeon is paid by the surgeon's employer.
