The verb underneath the noun is the point. ʿawwadha is to fortify somebody with an amulet or an incantation — the grammar makes the wearer the object of the action and the text the instrument.
What gets written is specific and named. The word Allah is especially common; touching it or seeing it is held to turn evil away. The names of prophets and religious figures connect the wearer to the person named, and the favoured figures are Solomon, Ali ibn Abi Talib and his sons Hasan and Husain, and the Seven Sleepers of Ephesus. Written accounts of those lives are also used, sometimes illustrated.
The clearest dated use is military. Scrolls carrying Qur'anic quotations, prophetic references and sacred symbols were common in war in the Ottoman Empire, with verses such as 'victory is from God and conquest is near' (Qur. 61:13) found on ta'wiz worn in combat. Texts packaged in tawiz were most often pre-made when used by the public; a literate wearer could change the verse at their own discretion.
Inference — that last detail is the useful one. A charm whose text a literate wearer can swap is a charm whose owner is also its author, and it puts the taweez in a different class from an object a specialist alone may make. This atlas files it as written, not as consecrated.
Tradition holds — objects of this kind are also criticised from inside the religion, and the criticism is about where the power is located rather than about the paper. The permission Wikipedia records carries its own limit in the same sentence.
