The bead is old and the bracelet is not, and it is worth keeping the two apart. Written documentation and surviving glass eye beads run back to the sixteenth century BCE, and the form spread with glassmaking from Mesopotamia to Egypt, Carthage to Greece, Phoenicia to Persia, and through the Roman empire. The bead on a stretchy cord at a checkout counter is a recent packaging of that, and this project cannot date it.
What the bead is made of is itself part of the claim. The cited account says it is made from a mixture of molten glass, iron, copper, water and salt — "ingredients that are thought to shield people from evil" — and that "according to Turkish belief, blue acts as a shield against evil and even absorbs negativity". One further explanation is given for why the colour is blue: in the Middle East and the Mediterranean blue eyes are relatively rare, so light-eyed people were held able to curse with a look.
Somebody still makes the glass ones by hand. The Kültürel Araştırmalar Vakfı records the traditional production continuing at Nazarköy, in Kemalpaşa near İzmir, where the beads are made by a few simple hand tools, mostly in blue and white glass; Görece, in Menderes, is the other village named for the craft. Set against that is the mass-produced bracelet, the volume of which is the reason most of the world's eye beads are now within anybody's reach. Whether the two are the same object is a live argument. This project did not reach a source it could cite giving the bead-makers' own account of competition from imported beads, and so does not report their side in their words here — a gap, and named as one.
The bead's own instruction for failure is the detail worth keeping. If one breaks, the account goes, a very strong nazar hit the wearer and the bead stored it all up and broke in order to protect them. Inference — a charm with a published failure mode that is also a success story is a charm that cannot be disproved by breaking, which is one reason the object survives packaging changes that would kill a less well-designed one.

Glass is melted in a furnace, drawn and layered — dark blue ground, white, light blue, black centre — one bead at a time, then strung. Mass-market versions are moulded or printed and strung by machine. There is no consecration and no specialist: a bracelet is bought, or given, and worn until it breaks, at which point it is replaced rather than repaired.
