The Republic of Cyprus runs medically assisted reproduction under the Law of 2015, 69(I)/2015, amended four times since, and a Council of Medically Assisted Reproduction that publishes the framework. The island's other jurisdiction, across the line, writes its own rules — which is the whole reason patients compare the two.

The statute is recent and it has moved: 69(I)/2015 and then 194(I)/2015, 92(I)/2016, 113(I)/2018 and 166(I)/2023. A fertility law amended four times in eight years is a fertility law under pressure, and in a jurisdiction that treats foreign patients the pressure is partly external — every amendment changes who may be treated here rather than somewhere else.

The Republic is also one of the few EU countries that has taken a prior-authorisation system away rather than adding one: the Commission's data records Cyprus removing its regime, and for 2022 it lists Cyprus receiving 44 reimbursement requests for care not subject to prior authorisation and granting 43. That is the whole official cross-border traffic of the country, in both directions, for a year.

Inference — the gap between 44 reimbursement claims and a clinic sector that advertises across Europe is the same gap that appears in every record in this batch. The Directive counts refunds. Fertility patients pay privately, so they are not in the table at all.

How it works Trade practice

Treatment is provided by units licensed under the 2015 law, and the Council of Medically Assisted Reproduction is the body that publishes the framework they work to. Clinics quote programmes in euro with medication outside; patients fly in for retrieval or transfer. A patient comparing the island's two sides is comparing two legal systems, not two price lists, and the tell is which authority licenses the clinic.
