Care Abroad

an organization · IrelandISQua External Evaluation Association

also: ISQua EEA · IEEA · the accreditor of accreditors

The trade calls it the accreditor of accreditors, and that phrase does more work in marketing copy than in any contract.

The body that assesses the bodies. Established by the International Society for Quality in Health Care in 2018 and trading from 2019, registered in Switzerland, it runs an International Accreditation Programme in four categories: health and social care standards, external evaluation organisations, surveyor training programmes, and quality and patient safety training programmes. It states plainly that it "does not directly accredit health or social care services".

The story Cited · ieea-iap

Every other accreditor on this site is a private or public body selling an inspection to the organisation it inspects. The obvious question — who inspects the inspector — has exactly one industrial answer, and this is it.

The answer is smaller than it sounds. ISQua EEA does not audit a hospital and does not re-run an accreditor's surveys. It assesses whether a standards set, an evaluation organisation, or a surveyor training programme meets its own published principles, and grants an award for four years against annual progress reports. The applicant pays: a once-off Access Fee "entitles an organisation to enter the International Accreditation Programme and to receive the full information pack", banded by the World Bank income group of the country the applicant operates from — 1,716 to 2,946 euros for 2026.

Inference — so the chain runs applicant pays accreditor, accreditor pays meta-accreditor, and nobody in the chain is paid by a patient. That is worth stating once, without indignation, because it is the shape of the whole field and most pages that cite these marks leave it out.

How it works Cited · ieea-iap

An organisation pays the Access Fee, receives the information pack, submits a self-assessment against the relevant ISQua EEA principles, and is reviewed by external surveyors. An award runs four years and requires an annual progress report with supporting evidence. Awards are dated on both ends, and accredited bodies publish the year range — AACI, for example, lists an organisational award for 2022 to 2026, a standards award for 2023 to 2027 and a surveyor training award for 2024 to 2028.

As of 16 September 2026 ISQua EEA holds awards over Temos, Global Healthcare Accreditation, AACI, NABH, CBAHI, the ACHS EQuIP standards and Thailand's Healthcare Accreditation Institute, among others. ISQua itself remains a separate Dublin-based not-for-profit, Irish registered charity number 20072445.
