A source market. Kenyans with money or with an employer scheme fly to India for cancer treatment, cardiac surgery, transplants and neurosurgery; Kenyans without either do not go. India's own tourism ministry counted 9,357 arrivals from Kenya for medical purposes in 2025, which makes Kenya the seventh-largest source country on India's published list. Nairobi is also a regional referral centre for its own neighbours, which is the part of the picture a departures-only reading loses.

The Indian figure is the one worth holding, because India counts it and publishes it by source country. In 2025 India recorded 507,244 foreign nationals arriving for medical treatment, about 5.5 per cent of all foreign arrivals; Bangladesh supplied 325,127 of them, Iraq 30,989, Uzbekistan 13,699, Somalia 11,506, Turkmenistan 10,231, Oman 9,738 and Kenya 9,357. That is a count made by the receiving state, on its own arrivals data, and it is a firmer thing than any estimate made at the sending end.

Inference — what a country loses when its citizens fly out is not mainly money, and the money argument is the one usually made. It is the caseload. A cancer service is built by treating cancers; a cardiac unit gets good by operating. Every complex case that boards a plane is a case the Kenyan hospital did not do, the Kenyan registrar did not see, and the Kenyan oncologist did not record. The patients who cannot afford the ticket stay behind and are treated by a service whose experience has been exported with the people who could pay for it.

Trade practice — the flow runs on facilitators. Indian hospital groups keep representative offices and liaison desks in Nairobi, airlines have marketed medical itineraries directly, and the referral often starts with an agent rather than a doctor. Where the agent is paid by the hospital, the referral is a sale.

An Indian e-medical visa, a quotation from the receiving hospital, a companion where the family can fund one, and payment in cash or by a Kenyan insurer with an overseas benefit. National insurance cover for treatment abroad has existed in Kenya as a limited, approval-gated benefit rather than an open entitlement, which is what keeps the flow to those who can pay the remainder.

As of September 2026 the number this record carries for Kenya is India's, not Kenya's: 9,357 arrivals for medical purposes in 2025. Figures circulating for what Kenyans spend abroad in a year are attributed to the Kenyan health ministry in press reporting this project could not open, and are not carried here.
