A destination built on one neighbour. Malaysia's healthcare-travel figures are published by a council inside the Ministry of Health, and the patients behind them are mostly Indonesian, mostly arriving through Penang and Kuala Lumpur, and mostly buying screening, fertility and cardiac care rather than the cosmetic work that carries the trade's reputation elsewhere.

The Malaysia Healthcare Travel Council was set up in 2009 by the Ministry of Health, replacing an earlier committee, and it has published a traveller count ever since. Its series runs 641,000 in 2011, 728,800 in 2012, 881,000 in 2013, 882,000 in 2014, 859,000 in 2015 and 921,000 in 2016. Revenue went from 299 million ringgit in 2008 to 527 million in 2011 to 1.7 billion in 2019. For 2024 the council reported 1.6 million healthcare travellers, up 14 per cent, and 2.72 billion ringgit, up 21 per cent.

Indonesians were 75 per cent of the foreign patients in 2008 and 57 per cent by 2011, the share falling as other nationalities grew rather than because Indonesians stopped coming.

Inference — the jump from 921,000 in 2016 to 1.6 million in 2024 is steeper than any plausible growth in operations, and the council does not publish what a healthcare traveller is. A figure that size in a country of about 34 million reads as a count of foreign patients seen at member facilities — every check-up, every follow-up visit, every expatriate with a fever — rather than a count of people who crossed a border for treatment. The council's revenue figure is the number with a defensible denominator.

How it works Trade practice

Hospitals join the council as members and report through it, which is how the national figure is assembled. Malaysian private hospitals quote in ringgit, publish package prices for screening and fertility more readily than for surgery, and market through the council's own channels. The council also runs awards, which are marketing instruments and are counted here, never weighted.

As of July 2025 the council was promoting 2026 as a national year for the trade and holding a target of 12 billion ringgit in industry revenue by 2030. The 2024 traveller and revenue figures are the council's own and have not been audited by this project.
