Croatia joined the EU in 2013 and the euro in 2023, and the Commission's cross-border data catches the changeover: for reference year 2022 Croatia reported all its financial figures in kuna, converted at 7.5345 to the euro. In that year it received 192 requests for reimbursement of care not subject to prior authorisation and granted 123 — 64%, one of the lower grant rates reported — and it told the Commission that its average handling time for a reimbursement request, 19 working days, sits inside a 60-day legal limit.

Trade practice — the dental corridor itself predates all of that. Italian patients crossed for cheaper crowns and implants before either country shared a currency, and the practices that grew on that traffic now publish price lists in euro with Italian and German pages. Croatian cross-border dentistry has not been measured in the way Hungary's was surveyed twice; this record carries no patient count because none was found.

Inference — an inbound trade that runs on day trips and short drives is the hardest kind to count. Nobody registers as a visiting patient at a border a car crosses without stopping.
