Trade practice — the trade's account of Greece is price against Spain and law against almost everywhere else: donor programmes at lower fees than Spanish clinics charge, and a surrogacy route open to people whose own countries treat the arrangement as unenforceable or unlawful. The specific terms of Greek assisted-reproduction law, the age limits and the residence conditions, have been amended repeatedly; this project did not read the statutes for this record and states no article numbers here.
What can be read is the state machinery around it. Greece runs a prior-notification system — one of ten in the EU — and a prior-authorisation system that handled four requests in 2022, authorising two. For care needing no authorisation it received 56 requests and granted 54. Those are the movements of Greek residents, and they are almost nothing.
Inference — a country can be a significant destination in one specialty and invisible in every official cross-border table, because the patients who come are paying privately and the tables count refunds. Greece is the clearest case of that gap in Southern Europe.
