A city of about 9.8 million in 2023 inside a metropolitan area of more than 22 million, with the clinics that take foreign patients spread across the twentieth-century districts — Garden City, Zamalek, Heliopolis and the newer quarters east of them — rather than concentrated in a single quarter. Egypt had 121,394 physicians and 121,617 hospital beds in 2020, and the private sector is estimated to carry about 60% of all healthcare services. Cairo sells dentistry, hair restoration and cosmetic surgery to Gulf and African patients, and its hepatology is regionally exceptional for reasons of epidemiology rather than marketing.

Egypt legislated universal health insurance from 11 January 2018, a reform that runs alongside the private sector rather than replacing it, and the private sector is where the foreign traffic goes.

Inference — the country's liver medicine is the part of this that could not be manufactured by policy. Egypt carried one of the heaviest hepatitis C burdens in the world and treated it at national scale, and the clinical depth that campaign left behind — hepatologists, endoscopy lists, transplant teams — is a capability built on an epidemic rather than on an export plan. Trade practice — what is actually advertised to arriving patients is smaller and more ordinary. Dentistry, hair restoration and cosmetic surgery at prices set by a currency that has fallen hard against the dollar and the riyal, sold to Gulf patients, to Egyptians living abroad, and increasingly to African patients for whom Cairo is nearer than Europe.

Inference — a devalued currency is the whole pricing argument in a city like this, and it is also the least stable one in the directory. A price quoted in Egyptian pounds and a price quoted in dollars for the same operation move apart between the quote and the flight.

Trade practice — the Cairo arrangement is made by phone or messaging app, quoted in dollars for foreign patients and in pounds for residents, and paid in cash on arrival at the smaller clinics. The large private hospitals bill in the ordinary way and take insurance. Aftercare for the cosmetic and dental work is a return visit that most patients do not make.
