A capital of 111,797 in its municipality and 256,119 across its urban area, cut through the middle by the United Nations buffer zone — the Green Line, named for the colour of the pen a UN officer drew it with. The southern half is the capital of the Republic of Cyprus; the northern half, Lefkoşa, is the de facto capital of Northern Cyprus, recognised only by Türkiye, and the Republic claims it. Fertility clinics operate on both sides under different regimes, and pedestrians cross at Ledra Palace, opened on 23 April 2003, and at Ledra Street, reopened on 3 April 2008.

On the southern side the law is nameable and dated. Medically assisted reproduction is governed by the Medically Assisted Reproduction Law of 2015, 69(I)/2015, as amended by 194(I)/2015, 92(I)/2016, 113(I)/2018 and 166(I)/2023, and administered by a Council of Medically Assisted Reproduction. A treatment sold in the south sits inside that statute and inside the European Union.

Patients do cross, and the crossing is a border for legal purposes even where it takes a passport check and a few minutes.

What differs by side is not the clinical sequence but everything around it: which regulator holds the licence, which court hears a complaint, and whether a European reimbursement route exists at all.
