In the trade Singapore is the expensive answer — the place a patient goes when the diagnosis is hard rather than when the bill at home is high.
A city-state that counted its medical travellers, found the count did not survive inspection, and has not published a comparable one since. Singapore takes complex and expensive work — oncology, transplant, difficult paediatrics — from Indonesia, Malaysia, Vietnam and the region's wealthy, and it competes on diagnosis rather than on price.

On 22 January 2009 the Ministry of Health answered a parliamentary question from Dr Lam Pin Min with the figures it had: about 410,000 medical travellers in 2006 and about 348,000 in 2007, with spending of 1.7 billion dollars in 2007, an increase of 30 per cent on 2006. The estimates came from the Singapore Tourism Board's exit surveys of international travellers at the airport.
The ministry then said what most agencies leave out. All the hospitals had reported higher admissions and higher patient-days in 2007, and the survey showed a 15 per cent fall. The board was re-examining its methodology.
Inference — an exit survey asks a departing passenger what they came for. It cannot tell a scheduled operation from a fever treated on holiday, it misses anyone who leaves by causeway, and it is a sample grossed up. The ministry's own objection is the most useful sentence published about patient counts anywhere in this subject, and it applies to every national figure in this directory that was produced the same way.
Trade practice — the traffic runs the other way too. Singaporeans cross to Johor Bahru for dental work and to Malaysian hospitals for elective surgery, and no agency on either side counts them.

Private groups quote in Singapore dollars, itemise rather than package, and route foreign patients through international patient centres that arrange the visa letter, the deposit and the interpreter. Complex oncology and cell therapy are the country's distinctive offer, and both are priced well above the regional field.
