Two clusters, four minutes apart on the subway. The Orchard belt holds Mount Elizabeth Hospital at 3 Mount Elizabeth in Cairnhill, 345 beds, open since 8 December 1979, and Gleneagles Hospital at 6 Napier Road in Tanglin, with the specialist suites of Paragon and Camden on Orchard Road between them. Novena, a kilometre and a half north, holds Mount Elizabeth Novena at 38 Irrawaddy Road, 313 beds, alongside Tan Tock Seng and the medical school. Raffles Hospital is separate again, at 585 North Bridge Road on the edge of Bugis, 380 beds, opened on 16 March 2002.

Singapore went after the trade as policy. SingaporeMedicine launched in October 2003 with a target of a million foreign patients a year by 2012, on a base of over 200,000 in 2002. Khaw Boon Wan, then health minister, put the reasoning plainly: "In three specialties alone, heart, eye and cancer, I see tens of millions of middle-class patients within a 7-hour flying radius."

The target was not met, and the trade turned. Medical expenditure from foreign patients was S$832 million in 2013, down 25 per cent from S$1.11 billion in 2012, as hospitals lost the less complex work to neighbouring countries. Inference — that decline is the most instructive number in this record. Singapore did not become cheaper; Bangkok, Kuala Lumpur and Penang became good enough at the routine operation, and what stayed was the case nobody else wanted to take.

Trade practice — what the city now sells is complexity and a legal system. Paediatric oncology, complex cardiac surgery, transplant, the second opinion on a difficult scan, and the assurance of a regulator and a court that a patient's own country may not offer. It is the most expensive destination in this batch and says so in its own quotes.

Private hospitals here are run by two groups — Parkway Pantai, which holds Gleneagles, Mount Elizabeth, Mount Elizabeth Novena and Parkway East and is owned by IHH Healthcare, and Raffles Medical Group. A quote is an itemised estimate against a room class, a surgeon's fee schedule and a projected stay, and the surgeon's fee is separate from the hospital's. Public hospitals treat foreign patients at an unsubsidised rate that is published.

As of 16 September 2026 the harvest point for this hub sits between the Orchard and Novena clusters, with a 15-kilometre radius that reaches most of the island. No Singapore price has been read off a page into this directory yet.
