A capital of 1,369,400 people whose private clinics concentrate in Vake and Saburtalo, with Vera and Mtatsminda between them and the older hospital estate scattered across the city. Georgia runs universal coverage introduced in 2013 over a hospital system that is largely private, and the State Regulation Agency for Medical Activities licenses both facilities and professionals. The work foreign patients arrive for is reproductive medicine — in vitro fertilisation, donor cycles and gestational surrogacy — with hair restoration and dentistry beside it.

Georgia's position in the fertility trade comes from its law rather than its laboratories. It permits gestational surrogacy, altruistic and commercial, for domestic and for international intended parents, restricted to couples married or in a domestic relationship of at least a year. That permission is rare enough in Europe and its neighbourhood to be the whole reason for most of the traffic.

When Ukraine's surrogacy trade stopped in 2022, some of its clients moved here.

Inference — a market that exists because of a permission is a market that can end with an amendment, and it is the kind of rule that moves.
